3. Building policy support (1000 words approx) – outline how to counter criticisms and strategies for increasing support, including using supporters to bolster public opinion favourably toward your proposals.
4. Overview of policy recommendations (500 words) – likely rewards of the policy change for Australia and the rewards of persevering with the proposed change despite there being some opposition to it.
