Very few people ever take up smoking after about age 23. Preventing uptake is therefore a major goal of tobacco control.

Scenario: A new conservative government is elected in your country. The Health Minister has stated many times while in Opposition that he is uncomfortable with tobacco control being so much targeted at adults (he says that “adults can make up their own mind what to do and don’t need the ‘nanny state’ constantly reminding them about quitting). But he is very supportive about preventing young people from taking up smoking. In the first month of his Ministry, he asks for advice and new ideas on how best to prevent children taking up smoking. Your task is to locate the best evidence and to develop a strategy for communicating this information to the government so that the best evidence is respected in what they government decides to support.
