Background:

The VA Office of Small & Disadvantaged Business Utilization( OSDBU) is increasing its emphasis on providing assistance to VA program offices as they develop procurement requirement packages. One of the primary requirements during acquisition development is an understanding of the marketplace and what types and numbers of firms are capable and available to provide offers to the government. Market research is a key element of that process. On June 16, 2016, the Supreme Court of the United States (SCOTUS) released an opinion in the Kingdomware Technologies, Inc. vs. the United States. (See SCOTUS No. 14-916)

The decision greatly increases the importance of properly conducting market research to reach a �rule of two� determination as to whether there are two or more SDVOSB or VOSB available to make an offer and provide a fair and reasonable price at best value to the United States. OSDBU is currently pursuing the capability to develop a market research platform that will enable VA acquisition staff the ability to rapidly, efficiently, and effectively perform market research and come to a �rule of two� determination.

As the project manager for the development of the market research technology platform, describe your stakeholder groups, identify major aspects of what you believe should be included in a market research platform, and identify how your technology tool would enable VA program offices, contracting offices, OSDBU, and other stakeholder groups ensure that the requirements of 38 U.S.C � 8127 and 38 U.S.C. � 8128 and the SCOTUS Kingdomware decision are met.
