corruption mechanism in place in the USA. Talk about America having systems for public procurement such at the GSA Schedules. Talk about how Sierra Leone and West Africa have punishment means to
tackle corruption as oppose to preventive measures such a debarment and suspension and GSA schedules. As Armenia is part of the GPA, talk about why and how they are allowed to join. Some data is
also necessary. How their anti-corruption means have evolved and what can LDCs learn from their experience. How systems can reduce corruption. I also want to touch on the pros and cons of Far 15
contracting by negotiation, its advantages in receiving the best value for public funds, and mention its challenges in LDCs. Seal bid were mentioned but the manner in which it was mentioned isn’t
relevant to the topic. Please look at Far 14, seal bid is used more in LDC, but has its limitation, talk about them. Talk about how the US is using it and how public procurement is done, address
the formation and performance, and how it differs from Armenia and Sierra Leone. And can LDCs actually conduct public procurement like developing countries, the answer is no. So, what can it import
from US PRACTICES, and why the US practices cannot work in LDCs. Talk about culture; the professor did not understand why you spoke about environmental issues in the introduction. The WTO GPA was
addressed adequately and appropriately. Its purpose and how it helps members, also why LDCs are not allowed to join. Look at the WTO website for its coverage and liberation and talk about how it
can aid public procurement in Sierra Leone. Talk about how LDCs’ anti-corruption means should be specific to their culture, and how imposing theories and practices from developed countries have
weakness. Look at how anti-corruption means have evolved in Armenia. Please put great emphasis on debarment and suspension. Have a look at the website and links below.
