The aim of this research: examine how to enhance the effective and efficiency of Disaster Response through including NGOs humanitarian supply chain into Emergency Plan—case studies of Wenchuan Earthquake and Typhoon Morakot.

First, the research will critically examine the Disaster Management and Emergency Planning Structure in China and Taiwan. Secondly, it will critically analyse and evaluate the process of humanitarian supply chain management during a disaster cycle. Thirdly, it will identify various supply chain strategies and their possible applicability and effectiveness if applied to humanitarian supply chain management. Fourthly, the research overlooks the supply chain management to find out fundamental knowledge of humanitarian supply chain management as well as its index of effectiveness. Last, the paper will conduct an examination on various challenges faced by NGOs before providing the recommendations on how to enhance NGOs effectiveness during the calamities.

WHAT YOU SHOULD WRITE:

First, you have to critically compare and evaluate China and Taiwan’s Emergency Plan and; Emergency Response System; and Humanitarian Supply Chain in those elements (at least), you are more than welcome to add more things.

Later on, you have to compare both Chain and Taiwan with UK Emergency Plan and Emergency Response System.

Last, writer 5000 words Recommendation Chapter about ‘how the effectiveness of NGOs humanitarian relief work can be enhanced under China’s and Taiwan’s Emergency Plan’.

Ideally, I want to proposal those things in my Recommendation Chapter:
1. China and Taiwan’s Government have to include NGOs activity guide during disasters into their Emergency Plan;
2. NGOs Guide has to be detail enough to guide the work;
3. In China and Taiwan, NGOs Guide needs to be categorised into 2 levels,
• Centre and Local level; Centre levels NGOs are big NGOs (huge funds and large number of members: china need 300.000; Taiwan need 50.000), they are responsible for:
a. Information sharing (they have to build an information sharing platform online);
b. Coordination between NGOs and Government
c. Supervise local level NGOs
d. Responsible for NGOs humanitarian relief headquarters during disaster response
e. Carry out the relief work
• Local NGOs responsibly
a. Carry out relief work
b. Support centre NGOs work
4. Government need consider put Humanitarian supply chain into Emergency Plan, because Humanitarian supply chain is very crucial to the success of disaster response.
