Executive Summary
As a consultant to the UN General assembly, I would like to present the outline on the effective precautions and measures to tackle the issue of ISIS/Daesh. It is important to choose an effective policy alternative and the various courses of action in this debate. There have been several cases relating to terrorism with the terror group known as ISIS/Daesh posing a security threat on countries all over the world. It is evident that terrorism is a challenge that most countries have to deal with. Several people are losing their lives daily due to terrorism.
Background; context and importance of the issue
There are multiple cases of security threats that have impacts on policy makers at the following levels which include: the national level, the regional level and the international level (CBC 2014, pa. 23).In the following task, I would wish to outline the effective measures that can be helpful to eliminate ISIS/Daesh which is a major threat to the world security. In addition, I will clearly present the specific policy recommendations that offer solutions to this specific problem. ISIS can be identified through different translations of the Arabic. This provides the groups with different identity names such as Lavant (ISIL) or the Daesh depending on the Arabi acronym.
This group emerged from Sunni Terror organization Al Qaeda in Iraq. It was led by the Abu Musab Al Zarqawi Raphael 2014, pg. 38). In his command, the group carried out different bombings, kidnappings, and beheadings in the region. This occurred when the U.S invaded Iraq. However, their leader Al-Zarqawi was killed in 2006 by American strikes. Furthermore, the group continued to weaken. In 2007, a great number of Iraqi Sunni tribes supported by the US fought the Jihadist groups. However, the group found an opportunity to regain its power. It expanded its operations in 2011 by moving from Iraq into Syria. In Syria it continued spreading its influence and by 2013, it changed its name to ISIS which reflected their regional ambition (TNI 2014, pa. 34).
Analysis
There are different policy options that have already been implemented to solve the problem. In the United States, a strategy known as counterterrorism towards the ISIS have proved successful. The major challenge in this policy is that not much research has been conducted to prove if the strategy is internationally independent. The policy requires in-depth analysis of how many attacks have taken place annually. The strategy has been criticised by many because they claim that it is encouraging more dangerous terrorists.
Other strategies that are being used include: carrying out airstrikes, giving support to the forces that are fighting ISIS on the ground, prevention of attacks and provision of help to the victims of ISIS. However, these policies are not working because the ISIS occupy a great territory throughout Syria and Iraq. Many people continue to get recruited in the terror groups so that more terror attacks can be carried out. This is crucial issue that has taken a new dimension in both the U.S and the world under several contexts (TNSA 2013, pa 15).First, there was ousting of the Taliban Regime in the year 2001.The main terrorist group, Al Qaeda, was led by Osama bin Laden. The group had changes in formal training and other necessary facilities (CAP 2014, pa 98). Groups such as ISIS/Daesh are force to recruit more people as foot soldiers. The new recruits are trained over the internet and also less optional circumstances.
For instance, air strikes have been used to contain the rise of the groups. This became futile since it is only effective when immediate threats occur. The new system of recruitment and training has made a huge significance as they are able to carry out their attacks using the recruits who receive quality and effective training. Prevention of attacks is also difficult. Focussing on ISIS in the Middle East alone has helped the group channel their movement in different parts of the world. It is an advantage to the ISIS because it has given them an opportunity to launch war affronts in other parts of the world such as Nigeria, Libya, Tunisia, Cameroon and Chad. In Nigeria, the group known as Boko Haram is a threat to the country while in Mali, the group is known as Ansar Dine.
Helping the victims of the ISIS has become increasingly difficult. The strategy has many challenges. There are ungoverned territories that are controlled by these terrorist groups. They carry out their recruitment activities in these territories. They have access to plenty of space to carry out training and there is a growing number of recruits from all over the world.
These strategies and policies need to be changed in order to bring positive outcomes when it comes to fighting these terror groups. Terror groups are increasingly taking control and influencing certain regions. The new strategy should target the degradation of ISIS and other terror groups. It would be easier for regional partners to foster new administrative tool to completely defeat the ISIS movement. International support is needed to build the tools. This is possible if ISIS movement is contained.
Recommendations
First, we should focus on how the spread of this group can be prevented with the assistance of the states that have been occupied by ISIS. It can be possible to provide training to police and military force. This strategy will be of great help because it will abolish the conditions that the ISIS feeds on to recruit more people and also gain power in their territories. Furthermore, the idea of displacing ISIS groups from their areas can be of much help.
To prevent retaliation from the ISIS, there is need to continuously confront these groups. Resource and infrastructure management and humanitarian help should be present in these strategies. These goals cannot be achieved if there is no support globally. The world should come together to develop a security approach that will enable the world security system to control the security threat that ISIS and other extremist groups both in the Middle East region as well as the world. In addition, an appropriate security approach should be formulated. The approach should allow the alleviation of the humanitarian crisis that affect the Syrians and Iraqis. It should be designed in a way that will prevent the desperate and unarmed civilians from falling prey to these terror groups.
We should advocate for conflict resolution between countries to avoid fuelling other conflicts. Terrorist funding networks should be discovered and abolished. The root courses of radicalization should also be addressed. Policies of emphasizing diplomacy should be put in place. Going to war should be the last resort.
Lastly and most importantly, the formulated security approach should aim at restoring the territorial integrity of both Iraq and the Syria. This implies that Iraq and Syria need to exude a long-term security strategy in the region and other parts of the world. This is mainly because the ISIS consists of the erosion of the borders of both Iraq and Syria. With tightened security measures, they can handle any immediate threats.
