1. Read Chapter 5 in the textbook, Public Health Nursing: Population-Centered Health Care in the Community.
2. Read the report titled “Public Health in the Age of Healthcare Reform” at https://www.cdc.gov/pcd/issues/2012/12_0151.htm
3. Navigate to the threaded discussion below and respond to the following:
a. Conduct a web search to locate an annual report for a public health department within the United States. If possible, select a local health department in your geographic region. Identify the
funding streams reflected in the annual report (i.e., fees, grant monies, state funds, tax dollars, etc.) and succinctly report your findings (one to two sentences).
b. Consider the following and share your reflections:
i. How do current funding streams impact the scope of population-focused care?
ii. How does lack of consistency in public health service across the nation impact population health indicators?
c. A recent strategy to augment public health at the local level was enacted with the healthcare reform law. This mandate requires non-profit hospitals to collaborate with public health to identify
and address population-health concerns at the local level. Hospitals do not receive funding for implementing the legislative mandate which benefits the community; failure to comply will result in
loss of non-profit status and a $50,000 excise fee. Considering these aspects, how might public health efforts be enhanced by this reform mandate? What challenges do you foresee with this design?
d. How are your community members made aware of the funding of public health? Do you feel they have a realistic picture of where the funding is obtained? Explain the rationale behind your answer.
