3. Select a country other than the UK focusing on its approach to emergency management. Examine its constitutional and statutory basis and any guidance or procedures which exist. This can, if
desired, be in conjunction with, and in the context of, one of that nation’s emergency services’ command procedures (eg, fire, police, paramedics, etc). Critically analyse this against the UK’s
“Emergency Response and Recovery” non-statutory guidance document, as well as the Civil Contingencies Act 2004.
